Overview

The overall Grand Parkway project, or SH-99, is the biggest single design-build contract that Texas Department of Transportation’s (TxDOT) ever awarded. The project consisted of 184-mile controlled-access tolled highway crossing seven counties in the Greater Houston area. Zachry Construction Corporation led a joint venture partnership to design and build Segments F-1, F-2 and G.

The joint venture team challenged its design and construction members to develop and design a project approach that is innovative and tailored to meet TxDOT’s needs. The result is a value-added concept that brings technical solutions and cost reduction through the implementation of alternative technical concepts (ATC).

The project’s scope of work on Segments F and G involves design, construction, utility relocations, right-of-way (ROW) acquisition and five- to 15-year capital maintenance options.

Major quantities include 38 miles of divided two-lane highway, more than 120 bridges, one river crossing (San Jacinto River), 1.8 million square yards of concrete paving, frontage roads and associated drainage, as well as several hundred existing utility relocations. In order to construct the highway, 435 parcels of land encompassing more than 2,100 acres were acquired through the ROW process. Once complete, these segments of the Grand Parkway extend from US 290 to US 59, connecting with four major interchanges: US 290, SH 249, I-45 and US 59.

The segments of SH 99 improve access to the George Bush Intercontinental Airport, the Hardy Toll Road and the new ExxonMobil campus for the hundreds of thousands of Houston-area residents who travel these routes daily — all while providing a safer experience for everyday and emergency situations.
